So the flood barriers come and go? Can't they put up higher ones if they know it will be high?

The barriers should be high enough to cope with any likely flood level, they have to be removable as they take up the entire high street through town so you keep you feet wet but it's really difficult to drive from one end of town to the other.

Sorry if I sound dumb on this... but if you have huge flood barriers how does it flood then?

Because they only protect part of the town, basically one stretch along the riverfront and some properties are the wrong side of the barriers when they get set up. They are also only on the north bank of the river, everyone on the south side floods.

An extra problem is that a lot of the properties have cellars and the water manages to effectively go under the barrier and rise up in the property. I was talking to one shop owner who one morning when he looked through his door there was over a foot of water in the shop but the pavement was just damp so when he opened up all this water rushed out.

Reminds me of when we were on our honeymoon. We had a stop in Munich during Octoberfest, shared a table with a German group there for a convention. There were Scottish performers going around and one of the women we were sitting with just HAD to ask. They were happy to visually answer her question.
