Can someone tell me if there is going to be a 2013 diary? Cant find reference to one anywhere...

Hi Ken and welcome. 
I'm pretty sure I'm right in saying that Terry's publishers, Transworld (who own this site) have stopped doing the diaries. I don't think they have done one for the last couple of years.

I wrote to Transworld about it as we were getting a lot of enquiries and got a definitive reply. I'm pretty sure I posted it somewhere on the board, but have no idea where it is now.

I tell a lie! It wasn't me that wrote to Transworld, it was Terry's UK editor who responded to a question about the diaries HERE, when asked about then in 2008.

Some shops still stock the Almanac which is a non specific year diary

I saw a Terry Pratchett Calendar in Chester on a stall for £12.99 so i tret myself to one looks ok

You can still buy calendars, just not the diaries. Discworld Emporium sells the calendars. PJSM prints may do, too.
If all is not lost, then where is it?

PJSM ones are signed so will cost you more to buy one.
