Terry Pratchett spoke at the National Book Festival in Washington, D.C. in 2007.

After posting the link to the speech I went to Wikipedia and read his biography.
It states he did not publicly announce his condition until October 29, 2007 but his speech
in D.C. occured on September 29, 2007. I am quite certain there were sufficient people
in the tent to qualify for a public announcement. :D

Well he didn't name the condition at that stage. I'm not sure he knew what it was then. :)

You are correct. I watched my own video and realize he didn't mention it by name on stage. However, at the book signing table after the speech he told me it was "probably something stupid like Alsheimer's". So at that point he wasn't absolutely sure.
