I believe the English name for it is, The Devil's Backbone? It's a Spanish language film and really quite good. :)

The woman with the nice hair colour made me think of The Witches(http://www.imdb.com/title/tt0100944/)?
But the clothing on the person next to her seems perodically out of place for that,so that's very probably not it... :D

Not Terry Gilliam - the director is Irish. He created a TV series that has been running every year since 2011.
