I would not go quite so far as to say "simple". There's easily a few hours work on make just one of those I would guess. Specially since it looks to be all by hand.

I'd still call it simple. There are a lot of simple things that take long but require not much skill.

The actual installation's straightforward enough and uses materials that are there already for the underclass except maybe the sealant - corrugated roofing abounds in Philippino slums after all and the bottles and pens/pencils are easy enough to obtain... ;)

I wonder what would happen if you put some quinine in the water as well? Would the fluorescence increase the light output?

Since quinine absorbs UV which we can't see, it should increase the output - the question is, by how much and if it is noticeable.
