When I was a kid growing up in the late fifties and sixties, there were no public bins. Or if there were they were few and far between. If you had litter you kept it on you until you either found a bin or you got home.
A few years ago I went on a holiday to Slovenia and public bins are non existant there - and yet you never see litter anywhere.
As to the 'need' for stupid instructions - it's largely (I feel) down to the compensation culture that we now have. There really should be no need for most of them.
